Notre propos sera centr\u00e9 sur la r\u00e9silience appliqu\u00e9e \u00e0 notre Pays avec ses caract\u00e8res physiques, humains, politiques et \u00e9conomiques dans l\u2019environnement g\u00e9opolitique du XXI \u00e8me si\u00e8cle.<\/p>\n\n\n\n
Cela suppose de se poser d\u2019abord la question des types de chocs qui peuvent frapper la France. Fond\u00e9e sur une cartographie des risques, cette d\u00e9marche joint l\u2019analyse \u00e0 la prospective. Elle implique une \u00e9valuation de l\u2019existant et de ses failles, une vision des \u00e9volutions plus ou moins probables susceptibles de modifier la robustesse du Pays. Les chocs peuvent avoir deux origines : une menace, un risque. Dans le premier cas le caract\u00e8re intentionnel du choc implique un affrontement. Dans le second, le choc ressort d\u2019un al\u00e9as dont l\u2019occurrence est plus ou moins plausible.<\/p>\n\n\n\n
Il serait bon de sortir de la sp\u00e9cificit\u00e9 \u00ab d\u00e9fense \u00bb des auditeurs, pour aborder des champs nouveaux : sanitaires, environnementaux, g\u00e9ophysique\u2026 La question centrale est bien de pr\u00e9parer le Pays aux chocs. La r\u00e9silience est aussi un \u00e9tat d\u2019esprit et il serait opportun de r\u00e9fl\u00e9chir \u00e0 la formation des populations \u00e0 la r\u00e9silience.
